STATE APPROVING AGENCY (SAA)
The State Approving Agency (SAA) was established by act of Congress in 1947 to ensure that Veterans/eligible dependents can use the GI Bill educational entitlement in an approved educational program. The primary function of the Kansas State Approving Agency is to review, evaluate, and approve quality educational and training programs for Veterans benefits.
Programs that can be approved include institutions of higher learning (colleges and universities), non-degree institutions (vocational and technical schools), apprenticeship programs, other on-the-job training programs, and flight schools.
The Kansas SAA reviews the appropriateness of each program relative to the state's standards and laws, in addition to the Department of Veterans Affairs (DVA) rules and regulations and other applicable laws and regulations. The program is then either approved or disapproved. Continuous supervision is required of approved programs. There are over 145 programs currently approved in Kansas for Veterans educational benefits.
All of the above courses or training must lead to an educational, professional, or vocational objective. Courses such as bartender and personality development are vocational and recreational in character and are specifically prohibited from approval by law.

Non College Degree School Application
This application is for schools that award diplomas or certificates but no degrees seeking approval to provide training to Veteran students and their eligible dependents. The school must have a physical location in the State of Kansas that has administrative authority. Example: cosmetology, CDL, medical coding, CNA, and office administration.
Institution of Higher Learning Application
This application is for degree schools seeking approval to provide training to Veteran students and their eligible dependents. The school must have a physical location in the State of Kansas that has administrative authority. Example: colleges, universities.
License and Certification Application
This application is for entities that award licenses or certificates and have a physical location in the State of Kansas that has administrative authority. Example: bar certificate, barbering instructor certificate, dental hygiene license.
Flight School Application
This application is for flight schools seeking approval to provide training to Veteran students and their eligible dependents that have Part 141 or Part 142. The school must have a physical location in the State of Kansas that has administrative authority and all instruction must be conducted at the Kansas SAA approved location.
On The Job Training Program Application
This application is for employers who have formal training programs seeking approval to provide training to Veteran students and their eligible dependents. The employer must have a physical location in the State of Kansas that has administrative authority. The Kansas SAA can assist in developing a formal training program.
